-ALL SMSD SCHOOLS MEET FEDERAL AYP STANDARDS
The Texas Education Agency has released the 2008 Adequate Yearly Progress (AYP) results and Stafford Municipal School District has met the federal standards. SMSD's Assistant Superintendent for Curriculum, Instruction, and Assessment, Marva Rasberry, announced today that the District and each campus has met the ever-increasing AYP standards. “This is quite an accomplishment considering the state-wide results reveal 75% of the campuses across the State 'Met AYP' as compared to 80% the prior year.," said Rasberry. "In addition, the report shows only 66% of the state-wide districts 'Met AYP', as compared to 87% the prior year." she continued.
AYP is one of the cornerstones of the Federal Elementary and Secondary Education Act (EASA) signed into law January 2002, by President George W. Bush, as the No Child Left Behind (NCLB) Act. One of the requirements of NCLB requires states to develop a baseline for students to achieve proficiency in the areas of Reading/English Language Arts (ELA) and Math. Every year, states must gradually raise the bar towards achieving 100% proficiency in each subject area by the 2013-14 school year. “I am very encouraged and pleased that the SMSD teaching and support staff continues to improve and increase the quality of education for every student," said H.D. Chambers, Superintendent of Schools. "These results provide evidence that our teachers continue to deliver instruction at a high level and our students are responding. Our campuses should be proud that in a time where academic expectations are increasing, SMSD students are demonstrating the capability to meet and exceed those expectations.”
The Reading/ELA proficiency levels are ascertained through state assessment results in Texas Assessment of Knowledge and Skills (TAKS), TAKS-Modified, TAKS-Alt, and Texas English Language Proficiency Assessment (TELPAS). The math proficiency levels are determined through state assessment results in TAKS, TAKS Modified, TAKS-Alternative, and TAKS-Accommodated, and Linguistically Accommodated Tests (LAT). In addition to measuring academic achievement in reading, ELA and math, NCLB requires an additional indicator of student performance be measured. For high school students the on-time graduation rate is utilized. These AYP goals must be met by both each campus and district across the state, as well as by disaggregated sub-groups. These subgroups are specified by law and include, race/ethnicity (African American, Anglo, Hispanic), students with disabilities, Limited English Proficient students, and economically disadvantaged students
"It is heartwarming to see SMSD students and staff rising to the academic and State and Federal accountability challenges set before them.” said Rasberry.
